VSHA Application Process

We encourage families to apply online, but if preferred, a pre-application can be obtained from the VSHA office during normal business hours, downloaded online, or requested by telephone or mail to be sent by mail.

We partnered with AffordableHousing.com to assist with the application process. You can manage your application online at vermont.affordablehousing.com. For additional assistance with the application and waiting list process, you can contact the Vermont AffordableHousing.com Support Team at 888-406-4003 or email vermont@affordablehousing.com (translators available).

Apply Online

  1. Go to vermont.affordablehousing.com and search for open waiting lists. You must sign up for a free account to submit a pre-application.  
  1. Once your pre-application has been completed and submitted, you will receive an email receipt of pre-application submission.
  1. Your pre-application will be received by VSHA electronically. Once received, your application will be reviewed, and a preliminary determination email will be sent informing you of your eligibility to be placed on the waiting list for the programs/properties you selected.

Apply by Paper-based Application:

To submit a pre-application to be placed on the Housing Choice Voucher and/or Project-Based Voucher waiting list please fill out the following:

  1. Fully complete the pre-application and waiting list checklist form. You can download a copy of the pre-application and checklist below, or request one be sent to you by calling 888-406-4003 or email vermont@affordablehousing.com.
  1. Send your pre-application and checklist back to VSHA for processing:
  • By mail to “VSHA – Section 8 Intake, 1 Prospect Street, Montpelier VT 05602”.
  1. Once received, your application will be reviewed, and a preliminary determination letter will be sent informing you of your eligibility to be placed on the waiting list for the programs/properties you selected. If an application is incomplete, the VSHA will notify you of the additional information required.

While on the Waiting List

It's important to maintain up-to-date information on your application, so that we can reach out to you for additional details and confirm whether you'd still like to be on the waiting list. If you fail to respond to any requests made by VSHA or AffordableHousing.com (on behalf of VSHA), your name will be removed from the waiting list without any further notice.

To update an application that has already been submitted to the waiting list, please visit affordablehousing.com/update. If you previously applied to the VSHA you can access your existing application by creating a new account. You can also complete an update form and send it back to VSHA for processing:

  • By Fax to 561-416-9848. Attention: “Section 8 Intake”.
  • By email to vermont@affordablehousing.com.
  • By mail to “VSHA – Section 8 Intake, 1 Prospect Street, Montpelier VT 05602”.

Completing The Application Process

Once your pre-application is near the top of the waiting list, we will contact you for additional information. The VSHA must verify all information provided on your application, including preferences and income eligibility, and must conduct a background check.
